CREATE AI Act of 2025
This bill creates a shared national network to give academic researchers, educators, and startups access to the high-powered computing resources and datasets needed for artificial intelligence research. A federal steering committee led by the White House science office and the National Science Foundation will select an outside manager to run the system and distribute grants. Participating federal agencies will also be authorized to contribute their own computing capacity, data, and funding to support AI development outside of major tech companies.
