To codify Executive Order 14096 relating to revitalizing our Nation's commitment to environmental justice for all.

In plain language: This bill provides statutory authority for Executive Order 14096, which was issued on April 26, 2023, to advance a government-wide approach to environmental justice, including by directing each federal agency to (1) make achieving environmental justice part of its mission, (2) issue an Environmental Justice Strategic Plan every four years, and (3) provide public notice of certain toxic chemical releases. The Executive Order also established the White House Office of Environmental Justice as well as an Environmental Justice Subcommittee of the National Science and Technology Council.
