To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978, and for other purposes.
This bill extends federal surveillance authorities for three weeks, allowing U.S. intelligence agencies to continue monitoring foreign targets overseas through July 2, 2026, instead of expiring on June 12, 2026. Under these rules, the government can require American tech and telecommunications companies to hand over emails, phone records, and text messages without obtaining individual warrants for foreign targets abroad. The extension also keeps in place the government's ability to collect and search communications that incidentally include Americans who are in contact with those foreign targets.
