A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Ocean Energy Management relating to "Protection of Marine Archaeological Resources".
This resolution cancels a federal rule that required offshore oil, gas, and sulfur companies to conduct detailed seabed surveys to find and protect shipwrecks and submerged historical sites before drilling. Without these requirements, offshore energy operators would avoid the costs and delays of conducting the new surveys and filing archaeological reports. In turn, submerged cultural and historical resources on the ocean floor would lose these expanded federal protections.
